Contract: Fixed-term for two years

This post embodies an exciting new opportunity for genuine partnership working in Oxfordshire. Employed by the NHS, you will work with local authorities, police, voluntary sector, academic and other partners to deliver a multi-faceted programme in two areas of Oxfordshire. These localities are in parts of Banbury and Oxford and have been selected because people living there experience poor outcomes across a range of issues including health, crime, employment, skills and school attainment.
The whole programme is steered by the Chief Executives of local authorities, PCT and police and is delivered locally by partnership groups in Banbury and Oxford. It is governed by the Oxfordshire Partnership, the county-level Local Strategic Partnership. Long term targeted work will improve coordination of existing activities and lead to commissioning of new work to improve overall outcomes. Public engagement and involvement in the whole programme is essential.
We are looking for an enthusiastic and motivated professional to co-ordinate this work and ensure that action plans are implemented under the direction of the steering groups. You will have responsibility for managing the programme, making sure plans are delivered, ensuring that members of the public and front line workers are involved and for reporting back on progress. Lessons learned and methods developed in this programme will be applied elsewhere including research and learning on evidence of effectiveness and cost effectiveness.

NHS Bedfordshire is embarking on an ambitious strategy to change the way healthcare is designed and delivered in the region. “A Healthier Bedfordshire” sets out to improve health and wellbeing of the population and to address unfairness in health and health inequalities. Interwoven into this strategy are key priorities, namely increased investment into preventive measures, improving services in local communities to reduce reliance on hospitals and to improve choice and convenience for patients. This will entail a projected increase in capacity of the PCT and development of localised support in communities in Bedfordshire through commissioning services closer to home.
Established in 2006, NHS Bedfordshire serves a population of over 420000, covering all healthcare in Bedfordshire (excluding Luton). Current budget is just over £500m and this is expected to increase to £644m by 2012/2013. There are 1400 staff members in the trust, including the Community Provider arm.
The Chief Executive at NHS Bedfordshire has recently reviewed and restructured the executive team. This is due in part to natural changes such as retirement, but also to ensure the Board is well positioned to deliver “A Healthier Bedfordshire” for the people of the region. As part of this, NHS Bedfordshire wishes to recruit a Director of Public Health.
The Director of Public Health is an Executive Board appointment, made jointly between NHS Bedfordshire and Bedford Borough and Central Bedfordshire Councils, both newly formed Unitary Authorities. A key advisor to the chief executives of all bodies, you will be a leader in the strategy to improve health and address health inequalities in NHS Bedfordshire and will deliver the statutory responsibilities for NHS Bedfordshire and Bedford Borough Council/Central Bedfordshire Council. This will involve delivering national priorities, such as childhood obesity and smoking cessation, aswell as acting as regional lead in the flu pandemic and emergency preparedness. You will work closely with the Unitary Authorities to develop and deliver key public health programmes in the region and to undertake the Joint Strategic Needs Assessment.
To qualify for this role, you will have completed higher specialist training in public health (or equivalent) and will be on, or within six months of gaining entry to, the GMC Specialist Register/GDC Specialist List or the UK Public Health Register. Already operating on or near Board level you will demonstrate practical and strategic experience in public health leadership in the UK and a strong commitment to public health principles. A strong leader, you will be able to manage a number of programmes and workstreams in highly pressurised and time-constrained environments.
